Kööpenhaminan neuvottelut jumissa

Ulkopuolelta katsoen Kööpenhaminan ilmastokokousta luonnehtivat pitkät jonot. Sekä neuvottelija- että tarkkailijadelegaatioiden koot ovat kasvaneet räjähdysmäisesti, ja ylittäneet valtavan Bella Centerin kantokyvyn. Mutta ulkopuolella jumittavien jonojen lisäksi myös neuvottelut etenevät hitaasti.

Russia adopts a 20-25% emission reduction target…?

It seems like in today's Russia-EU Summit Moscow may have adopted a 20-25% greenhouse gas emission reduction target by 2020 relative to 1990 for the Copenhagen climate negotiations. The pledge would be unlikely to lead to additional costs for Russia, and therefore, is easy to achieve.

Lots of ‘Ifs’ and ‘buts’ – yet no statesmanship in sight

World leaders seem to have launched a concerted process of scaling down the expectations for the Copenhagen climate summit. The process currently lacks leadership which focuses on the global public good, and thus, extends beyond the current short-term economic and political interests and pressures.

"Politically Binding" Climate Agreement...?

Only little progress was achieved during this week’s negotiations, and all the key issues remain open questions. The Danish Prime Minister's rhetoric referring to a ‘politically binding’ agreement emerging in Copenhagen obviously further downgrades expectations regarding the outcome of this momentous climate conference.

Obama Cannot Make It to Copenhagen?

The US administration needs to recognize that Copenhagen is likely to fail in the absence of the Senate decision and be open about the chances of committing to a meaningful global contribution in Copenhagen. Similarly, other parties must understand the importance of domestic politics in the United States, and that the Obama administration has only little it can do to influence the pace of the Senate procedures.

Medvedev promised to cut emissions – or did he?

President Medvedev announced in a television interview on Friday last week that Russia would be willing to cut its greenhouse gas emissions by 10-15% by 2020 ‘based on the current situation’. Even though he, further, compares this effort to a total reduction of 30 billion tons during 1990-2020, the President avoided explicitly stating a base year.

Call for stronger climate policy by Russian climatologists

Last week the Hydrometeorological Service of Russia (Roshydromet) released a report on the impacts of climate change in the Russian territory. Even though the benefits from global warming for Russia were brought up strongly, it could be argued that the tone of the Russian scientific community –with a long history of climate scepticism– is changing.

Obaman kiire kohti Kööpenhaminaa

Poznanin ilmastokokous on edennyt odottelutunnelmissa. Maat panttaavat kantojaan, koska Yhdysvaltain uuden hallinnon lähestymistapa Kioton jälkeiseen sopimukseen on edelleen epäselvä. Vaikka Yhdysvaltain uuden presidentin halu johtaa kansainvälistä ilmastoprosessia on selvä, kukaan ei myoskään tunnu tietävän koska Obaman hallinto voisi kertoa kansainväliseen ilmastopolitiikkaan osallistumisensa yksityiskohdista ja aikatauluista.

Siberian breeze to the climate negotiations

The Russian government submitted a position paper to the UN climate change secretariat for the upcoming Poznan meeting. Even though this paper did not present a full position of the Russian Federation, it can be seen as an indication of what is to come in Copenhagen.
